Dear Sir Matthew Nathan,

I have had a long interview with the Vice-

roy's Secretary and an Emigration Officer regarding transhipment

in Hongkong. Nothing could have been more disappointing than their attitude generally. Their refrain all through was "money". They

claimed to be paid all their office expenses, salaries, wages, etc.

They want their Taels 84 per month for each hsien - district

under Campbell's arrangement; and, as there are upwards of a

hundred hsiens, you can easily see the outlay which must be in-

-curred before full access can be had to the province for engaging

labourers. They also want extra money in the shape of tonnage

dues, and a special steamer to carry the coolies. In fact the

whole situation, as far as the Canton Officials are concerned, is

what they can make out of emigration for themselves: the welfare

of the emigrant and his future being apparently a minor detail

in their eyes.

1 pointed out to them the three dollars in

their Article 13, levied per head, accrued to the Chinese Govern- -ment in payment of its expenses; and further it is forbidden by

the terms of that clause to pay salaries etc., to Chinese

Officials such as are now expected; and that, were I to agree

thereto, I should be exceeding my authority and incur censure. As regards tonnage dues and their special steamer, i expressed an opinion that under this head their motives were purely obstructive. The present river stearers were large and ample; and were the Chinese Ufficials desirous of showing themselves friendly, there
